One more accused surrendered before VB in Jang-e-Azadi Memorial case
All 16 accused remanded in two days custody of VB
Chandigarh May 23 –
The Punjab Vigilance Bureau (VB) has registered a case against 26 accused including a private person for committing fraud in the government funds related to the construction of Jang-e-Azadi Memorial at Kartarpur, Jalandhar. In this case the VB has arrested 15 officers/employees including a private person. On Thursday, one more accused Paramjit Singh Executive Engineer (Retd.), Public Works Department (B&R) branch-2, Jalandhar, a resident of Bhai Bannoji Nagar, Jalandhar, has surrendered to the Vigilance Bureau Jalandhar range office. He would be produced in the local court tomorrow and further interrogation would be carried on after obtaining remand from the court.
Giving information in this regard, a spokesperson of the VB said during investigation of this case it was found that the funds released by the Punjab Government for the construction of said Jang-e-Azadi Memorial were misappropriated causing loss to the state exchequer to the tune of crores of rupees. In this regard a case no. 9 dated 22.05.2024 under sections 420, 406, 409, 465, 467, 468, 471, 120-B of the IPC and section 13(1)A read with 13(2) of the Prevention of Corruption Act has been registered at VB police station, Jalandhar range.
He further informed that on Thursday all 16 accused, arrested by the VB, including Deepak Singal, owner of M/s Deepak Builders Ludhiana were produced before the CJM court Jalandhar. The Bureau has demanded two days police remand of all the accused for further investigation and the court granted two days police remand of all the 16 accused to the VB.
He further added that the remaining absconding accused including Vinay Bublani, IAS and others would be arrested soon as raids are being conducted at their residences and other locations. Further investigation of this case is under progress.

ਪੰਜਾਬ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਨੇ ਜਲੰਧਰ ਦੇ ਕਰਤਾਰਪੁਰ ਵਿਖੇ ਜੰਗ-ਏ-ਆਜ਼ਾਦੀ ਯਾਦਗਾਰ ਦੀ ਉਸਾਰੀ ਨਾਲ ਸਬੰਧਤ ਸਰਕਾਰੀ ਫੰਡਾਂ ਵਿੱਚ ਧੋਖਾਧੜੀ ਕਰਨ ਦੇ ਦੋਸ਼ ਹੇਠ ਇੱਕ ਨਿੱਜੀ ਵਿਅਕਤੀ ਸਮੇਤ 26 ਮੁਲਜ਼ਮਾਂ ਖ਼ਿਲਾਫ਼ ਕੇਸ ਦਰਜ ਕਰਕੇ ਇੱਕ ਠੇਕੇਦਾਰ ਸਮੇਤ 15 ਅਧਿਕਾਰੀਆਂ/ਕਰਮਚਾਰੀਆਂ ਨੂੰ ਗ੍ਰਿਫ਼ਤਾਰ ਕੀਤਾ ਜਾ ਚੁੱਕਾ ਹੈ। ਇਸੇ ਕੇਸ ਨਾਲ ਸਬੰਧਤ ਵੀਰਵਾਰ ਨੂੰ, ਇੱਕ ਹੋਰ ਮੁਲਜ਼ਮ ਪਰਮਜੀਤ ਸਿੰਘ ਕਾਰਜਕਾਰੀ ਇੰਜੀਨੀਅਰ (ਸੇਵਾਮੁਕਤ), ਲੋਕ ਨਿਰਮਾਣ ਵਿਭਾਗ (ਬੀ ਐਂਡ ਆਰ) ਸ਼ਾਖਾ-2, ਜਲੰਧਰ, ਜੋ ਕਿ ਭਾਈ ਬੰਨੋਜੀ ਨਗਰ, ਜਲੰਧਰ ਦਾ ਰਹਿਣ ਵਾਲਾ ਹੈ, ਨੇ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਜਲੰਧਰ ਰੇਂਜ ਦੇ ਦਫਤਰ ਵਿਖੇ ਆਤਮ ਸਮਰਪਣ ਕਰ ਦਿੱਤਾ ਹੈ। ਉਸ ਨੂੰ ਭਲਕੇ ਸਥਾਨਕ ਅਦਾਲਤ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਜਾਵੇਗਾ ਅਤੇ ਰਿਮਾਂਡ ਹਾਸਲ ਕਰਨ ਉਪਰੰਤ ਉਸ ਕੋਲੋਂ ਹੋਰ ਪੁੱਛਗਿੱਛ ਕੀਤੀ ਜਾਵੇਗੀ।
ਇਸ ਸਬੰਧੀ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਦੇ ਬੁਲਾਰੇ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਮੁਕੱਦਮੇ ਦੀ ਜਾਂਚ ਦੌਰਾਨ ਪਾਇਆ ਗਿਆ ਕਿ ਇਸ ਯਾਦਗਾਰ ਦੀ ਉਸਾਰੀ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਕੀਤੇ ਗਏ ਫੰਡਾਂ ਦੀ ਦੁਰਵਰਤੋਂ ਕੀਤੀ ਗਈ ਸੀ, ਜਿਸ ਨਾਲ ਸਰਕਾਰੀ ਖਜ਼ਾਨੇ ਨੂੰ ਕਰੋੜਾਂ ਰੁਪਏ ਦਾ ਭਾਰੀ ਨੁਕਸਾਨ ਹੋਇਆ ਹੈ। ਇਸ ਸਬੰਧੀ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਵੱਲੋਂ ਆਈ.ਪੀ.ਸੀ. ਦੀ ਧਾਰਾ 420, 406, 409, 465, 467, 468, 471, 120-ਬੀ ਅਤੇ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਰੋਕੂ ਕਾਨੂੰਨ ਦੀ ਧਾਰਾ 13(1)ਏ ਸਮੇਤ 13(2) ਦੇ ਤਹਿਤ ਕੇਸ ਨੰ. 9 ਮਿਤੀ 22.05.2024 ਨੂੰ ਬਿਓਰਿਆਂ ਸੇ ਥਾਣਾ, ਜਲੰਧਰ ਰੇਂਜ ਵਿਖੇ ਦਰਜ ਕੀਤਾ ਗਿਆ ਹੈ।
ਉਨ੍ਹਾਂ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਵੀਰਵਾਰ ਨੂੰ ਵਿਜੀਲੈਂਸ ਬਿਊਰੋ ਵੱਲੋਂ ਗ੍ਰਿਫਤਾਰ ਕੀਤੇ ਗਏ ਸਾਰੇ 16 ਦੋਸ਼ੀਆਂ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਮੈਸਰਜ਼ ਦੀਪਕ ਬਿਲਡਰਜ਼ ਲੁਧਿਆਣਾ ਦੇ ਮਾਲਕ ਦੀਪਕ ਸਿੰਗਲ ਵੀ ਸ਼ਾਮਲ ਹਨ, ਨੂੰ ਸੀਜੇਐਮ ਅਦਾਲਤ ਜਲੰਧਰ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ। ਬਿਊਰੋ ਨੇ ਅਗਲੇਰੀ ਜਾਂਚ ਲਈ ਸਾਰੇ ਮੁਲਜ਼ਮਾਂ ਦੇ ਦੋ ਦਿਨ ਦੇ ਪੁਲੀਸ ਰਿਮਾਂਡ ਦੀ ਮੰਗ ਕੀਤੀ ਅਤੇ ਅਦਾਲਤ ਨੇ ਸਾਰੇ 16 ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਦੋ ਦਿਨ ਦੇ ਪੁਲੀਸ ਰਿਮਾਂਡ ਉੱਤੇ ਵਿਜੀਲੈਂਸ ਬਿਉਰੋ ਦੇ ਹਵਾਲੇ ਕਰ ਦਿੱਤਾ ਹੈ।
ਬੁਲਾਰੇ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਇਸ ਕੇਸ ਵਿੱਚ ਸ਼ਾਮਲ ਵਿਨੈ ਬੁਬਲਾਨੀ, ਆਈ.ਏ.ਐਸ ਅਤੇ ਹੋਰਾਂ ਸਮੇਤ ਬਾਕੀ ਭਗੌੜੇ ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਜਲਦ ਹੀ ਗ੍ਰਿਫਤਾਰ ਕਰ ਲਿਆ ਜਾਵੇਗਾ ਕਿਉਂਕਿ ਉਨ੍ਹਾਂ ਦੇ ਰਿਹਾਇਸ਼ਾਂ ਅਤੇ ਹੋਰ ਟਿਕਾਣਿਆਂ ’ਤੇ ਛਾਪੇਮਾਰੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਇਸ ਮਾਮਲੇ ਦੀ ਅਗਲੇਰੀ ਜਾਂਚ ਜਾਰੀ ਹੈ।
